When people think of evaluation, they often consider assessing the impact of government services for clients, such as kilometres of road built or the delivery of health services. Agencies have a range of performance indicators in place to assess the quality and extent of service delivery. Agencies are also increasingly attempting to evaluate their impact on community capacity.

Government agencies can also evaluate the extent and effectiveness of their engagement with communities. A framework can be developed to include criteria and indicators for measuring the extent to which stakeholders and agencies are genuinely engaged with each other.
